Francis Declaration – December 2013

The Final Report of the Mid Staffordshire NHS Foundation Trust Public Inquiry, Chaired by Robert Francis QC was published on Wednesday 6th February 2013. The report called for a ‘fundamental culture change’ across the health and social care system to put patients first at all times.

The initial Government response to the Francis Report, ‘Patients First and Foremost’ was published in March 2013, and sets out a plan to prioritise care, improve transparency and ensure that where poor care is detected, there is clear action and clear accountability. The second Government response Hard Truths: The Journey to Putting Patients First was published on 19 November 2013 and the two volumes build on this to provide a detailed response to the 290 recommendations the Inquiry made.

There is an expectation that trusts publish their own response to Francis by the close of 2013. This does not need to be by detailed recommendation and can show local consideration of the learning from the report.

The Trust Francis Declaration details the changes that have taken place within Rotherham Doncaster and South Humber NHS Foundation Trust to address the issues raised following the publication of the Francis Report and also to highlight areas where further improvement is still required.

The Rotherham Doncaster and South Humber NHS Foundation Trust Francis Declaration has been developed jointly by the Board of Directors and the Council of Governors representatives supported by members of the Nursing and Partnerships Directorate. Prior to publication the Trust Francis Declaration has been presented by those involved in its development at the Trust Clinical Governance Group on 16 December 2013. The Francis Declaration has then been jointly signed off by the Board of Directors and the Council of Governors at the public Board of Directors meeting on 19 December 2013.
